Francis leads CODA as CEO and Managing Director. Informed by over 40 years of experience in resource project engineering and business leadership, Francis is a highly experienced strategic leader.

A former WA division president for Engineers Australia, Francis holds a MSc in project management and a PhD in management.

Dr Francis Norman is also a member of the CODA Board.

Danielle is a solution-focused project and portfolio management professional with over 17 years’ experience across the resources, renewables and insurance sectors. She holds a Master of Business Administration from the University of Western Australia and a BA Commerce.

As a Project Manager at CODA, she works alongside the CODA team, Board, and a broad stakeholder network to lead collaborative projects and deliver strategic priorities that support CODA’s mission to enable safe, responsible and sustainable decommissioning outcomes.

Pawel brings more than 13 years of brand and communications experience across the public, private, and not-for-profit sectors in Australia and Europe. His background spans digital content, brand governance, stakeholder engagement, and cross-platform strategy.

At CODA, Pawel focuses on strengthening the organisation’s brand and digital presence, supporting its role in building a world-class decommissioning industry. He holds a Bachelor of Commerce in Marketing and Economics and has worked with a wide range of organisations across diverse sectors.

Rean is the General Manager of CODA, bringing decades of experience across offshore decommissioning, regulatory approvals, and environmental stewardship spanning industry, consulting, and government.

With a strong academic foundation in marine science, she is recognised for strategic leadership, stakeholder engagement, and delivering credible, future-focused outcomes. Rean works closely with operators, regulators, and researchers to strengthen Australia’s decommissioning capability and support safe, sustainable outcomes.

Renae is a Marine scientist joining NDRI and CODA with a background in managing complex environmental monitoring and research projects for both Industry and Government.

Renae started her career working in Fisheries Research and Environmental Consulting and has since dedicated a large part of her career to the oil and gas sector in Western Australia. Leading a diverse range of marine and terrestrial environmental monitoring programs, environmental impact and risk assessments as well as, coordinating advisory panels, connecting industry, scientific and regulatory experts to deliver on joint research outcomes.

As Projects and Engagement Manager, Samara works together with the CODA team, Board, Industry Advisory Committee, and diverse network of stakeholders to drive collaboration and implement CODA’s strategic objectives and work program.

Samara holds a BA in Community Development and Tourism and Events Management and has a diverse background working for not-for-profits in the energy resources sector and STEM.

Victoria is an experienced energy professional with over 20 years in the resources sector, working across complex onshore and offshore projects.

Victoria has a deep understanding of industry dynamics and has worked extensively in subsea services portfolio management, integrated project delivery, commercial planning, budgeting, and cost control. Victoria holds an MBA from the London School of Economics and Political Science and a Master’s degree in Geophysics from the National University of Oil and Gas.
